What happened in 2007?

In January 2007, Japan's Defense Agency was upgraded to the Ministry of Defense, and the Chuetsu-oki earthquake struck off Niigata in July. In that month's upper house election, the ruling coalition lost its majority, and in October Japan's postal services were fully privatized.
